Strategies for profiting off illegal immigration?

What is a solid Strategy for profiting off illegal immigration? Where are sources of government funding? I have seen on my last trip to New York City formerly bankrupt hotels recover and make a ton of revenue off illegal immigrants. Would like to create something similar in Connecticut and Massachusetts.
