Help! Is There A Deal Here?

What can I do to make this deal?! A homeowner I contacted last year is selling her two adjacent properties, asking $1.8 million total. The property consists of two older homes built in the 1940s on about 2 acres of land. The area has just recently undergone a drastic transformation from a rural area to suburban with numerous stores, condos, and sf homes having been built in the past 3 years. The homeowner's property is right in the middle of this development on corner lots at a main intersection. It has been estimated to be worth $2.3 million and has been rezoned for apartments which is most likel what will be built there.

She wants to sell in the next 90 days, does not want to list with a realtor, and has contacted me first. I don't have the cash to purchase conventionally and would like to flip it to a developer or investor. Any ideas on how I can purchase?
