City inspector will not give passing permit

Need some advice. 

I needed to get my foundation and sewer line repaired. Since the home had Kitec plumbing in it I went ahead and had that replaced since the water lines were damaged during the tunneling for the sewer line replacement

Work was completed. Foundation permit passed and is closed. 

Plumbing Inspector came out and failed the plumbers for some work they did and also dinged me on simple repairs/updates I was doing in the house. Simple as in new paint, appliance replacement, light fixture replacement, and sheetrock (due to repipe of old Kitec). He was considering my house a remodel even though I stated everything in the home is original and that I was only repairing damage from the foundation and making some minor updates

He required that I get an electrical permit for 5 new lights I had an electrician run for me. Then he proceeded to walk through the home and point out reasons why he would not pass my plumbing inspection, nothing to do with plumbing btw.

I've jumped through his hoops fixed what he's pointed out and got the electrical permit pulled and got a passing electrical inspection. Plumbing inspector came back out and said he will not fail me but is only requiring the Engineering Report for the foundation which me and my plumbers have supplied him. We also pointed him to the passing foundation permit from February.  Now he is unresponsive and my plumbing final sits as pending. Both me and my plumbers have reached out but he will not return our calls. 

What avenues do I have left to get this permit passed? Submit for a new final plumbing inspection? Call his supervisor? I am putting the home on the market next week and do not want to sell this house with permits that are pending.
