Buying a home from Tax Sales

As an investor, how does this work?  I know you pay cash but can you rehab and rent it right away?  Just can't sell it for 2 years because the redemption period.  Are their good benefits for getting a home from tax sales?  Refinance it out after paying for it with cash and get your money back?
