Best places to invest that are landlord friendly

Hello, wondering what places you would recommend investing that are landlord friendly, a mix of appreciation and cash flow,. Also taking in consideration insurance, taxes, cost of repairs.

If you're willing to accept modest appreciation, this describes most of the Midwest and the South. I don't know of anywhere that gives great appreciation AND cashflow AND is landlord-friendly.
