Buying a sloped lot

Hello BP community. Had an idea of refinancing, pulling some cash out, buying a lot in the San Bernardino county mountains, place a small house there and sell it. I'm not trying to build the Taj mahal just a small house maybe 14x30 I want to create affordable housing for people. Has anyone done anything like this? Any feedback would help. Thanks!🙏
