How to buy land owned by the city

Does anyone have experience buying land owned by the City of Philadelphia? I wanted to go through the PHDC program and buy land that is considered the "side yard" to my father's property.  The process is seemingly impossible.  Does anyone have experience with this?  What would you suggest? Ideally I would like to buy the land and build next to my dad's property.
