Looking for some input on Biloxi

I have an opportunity that I am working on. Ten duplexes in Biloxi. Many standard indicators: Poverty 14.93%, Population Growth -.43%, and Rental Vacancy 13.6% tell me this is not a great area, but I see a strong demand for LTR, with the ownership rate being 45.7%. It looks like the planning and development department is playing the if you build it, they will come strategy with quite a bit of money going into roads, housing, entertainment, restaurants, and hotels - which could bring more people and jobs... anyone in the market want to share their thought?

Kristopher, I have lived in the area pre-Katrina and currently have been on the coast for 14 years. Biloxi can be hit or miss depending on the area, but overall is not a bad place to live. If you wanted to shoot me a message and give me a better idea of the area you are looking at, I can give you my opinion on class of neighborhood, rents, etc. I have a STR in the town next to Biloxi and am pretty active at the local REIA groups.
