Finding Section 8 markets that tick off all the boxes...

Hey yall, Im new here and looking to get into the real estate investing business. I would like to specifically engage in section 8 single family home purchases, as I would like to play it safe and do not have much money to begin with. The list of qualities I am looking for include:

-price lower than 150k

-a non-saturated market (for section 8)

-suitable for section 8

-growing market (bright future)

Some markets I am looking at include Birmingham, AL... and that's really it right now. I would appreciate any guidance on the matter. 

P.S: I am currently obtaining my commercial real estate appraisal license, I know its not the best time for CRE, but if anyone wants to talk about the business and/or point me in the direction of good spaces to talk about the business, that would be extremely welcome!!
