Property Valuations, are they treated the same as appraisals?

Hi everyone!

I'm pretty new to real estate investing and have a couple questions based off your experience!

I just received my bi-annual property valuation, and it reflects quite a bit of appreciation over the last 2 years.

Does this reflect the estimated value of the building/structure AND the land, or just the building/structure?

Would I be able to take this to my lender and treat it as an appraisal, and then cash out refinance?
