I spoke to someone in detail related to this and posted details in another forum.
Overall, its a bit more complicated. But is this improvement going to happen? Yes. CWRU housing is expanding so it needs this.

There is quite a bit of empty / unused land around the area. See a Google street view of a street close to it:

Problem is, the above is what folks think of EC. Too simplistic of a view. But in reality, another street next to it has these homes:

Overall, it is going to be a slow buildup in the area.
The current city council is pretty mismanaged. The mayor in there has a business mindset so I don't see him mismanaging funds and he is visioning improvements instead of boring rhetoric.

He is also is WIP on having the metroparks take over Forest Hill park. This will take sometime but it will be more possible if UC inches further in. If this happens, it will be a big boost as well.

Why is it complicated? Because this improvement is a small subset of East Cleveland. Yes, it will increase the population and funding but most of the other areas are in in bad shape. The main question: Would folks shop there if further down they hear shots at night? Maybe things will calm down if more jobs are available. Buying homes in EC? Sure, but you will have to wait for some time before improvements reach that area.
Regardless, I'm 1000% hoping the city pulls through.
