Neighborhood Park getting 5 mill upgrade, will it increase prop. value significantly?

Hello, 

I am considering buying a property that is right across the street from a park. The city has recently decided they're going to invest 5 million into the park (walk ways, new amphitheater, etc.). I am curious does anyone think this will increase the homes value significantly once it's done? I plan to live in the house for awhile and rent out the carriage house.
