I'm with @Bob Stevens  Ohio is the wild west - contractor does not need a specific license. The lab that does the testing does. So the person carrying the scraping is on the honor system. 

Your lender should be knowledgeable enough to advise, if they give you this is outside of my wheelhouse, change lenders. 

Big difference if you are owner or buyer
