Where To Find TRAINED VA's?

Hey! Does anyone know where I can find a trained VA? I need that person to skiptrace, cold call/text, qualify motivated sellers and set appointments. What is a fair price to pay for those services? I was thinking $4/hour + 3% commission on deals closed with their assistance.
