releasing liens

I bought a house in July that had a bunch of liens from the city of dallas for lawn mowing, fines etc. The title company was to pay off all the liens out of seller proceeds and get loans released. I went to refi and found out the liens are still there.

I haven't gotten 100% definitive proof, but it appears the liens were paid, but the liens were never released. does anyone know the process of doing this?

I don't know if the title company (adobe title) went out of business or if they just closed shop but they answer the phone by a different name. the law firm that is working their issues says they are working it but it seems slow.

Anybody know what I can do to speed it up or do something myself? What would I need to do to get lien removed if it really is paid?
