Is SMS Texting Legal or Not

I am confused on the use of SMS texting to contact potential sellers.  I read the blast SMS texting many people at a time with one text blast is illegal and manually SMS texting one number at a time manually typing in number and sending one message at a time is legal.  Is this accurate?
