North Park, San Diego Bungalow -Questions Before Submitting Offer

Hi All! Looking for my first property - have been looking across multiple markets, but found a small bungalow (1 Bd 1 Ba) 1 block from Balboa Park in North Park SD. Is anyone here familiar with second story building restrictions in this area of SD? Given the location, school ratings in the area, and walkability, i'd like to rent this month to month furnished, eventually add a second story, and hopefully either hold or flip once expanded.

Price point is certainly high for 1BR (it's SD after all..) so would like to make sure this is an option before submitting an offer.
