Site Plan-Approved Development

Hello everyone,

I'm currently looking to buy a multi-family apartment complex in Florida, and came across a land that posted as Site plan-approved development site, asking price $1.5M? Can someone please help and explain how are these process work? Let's say I make an offer on this land, will the seller going to complete building it or that will be on me? Will there be extra cost after the $1.5M?
