Tenant requesting electricity subsidy

I have a tenant asking for me to apply for electricity subsidy because she says that her utilities is expensive and that in California they had one and in Miami their friend has one. I have gone and done home inspections while they were not at the property and they leave multiple lights on and also leave the porch door open while the AC is on. I have explained to her that if she continues doing that, that her bills will be high. But she claims that she has been turning off and closing the porch door, but I have seen the porch door open and lights still on when I complete home inspections. What are the benefits of an electric subsidy and should I apply for one?
