Townhome development Process/Team

Looking from start to finish the development of a piece of land zoned multi unit flex in my city to allow for as many townhomes as possible. They are all for affordable housing right now and make the process easier. Trying to build 1200-1600 sq ft garage attached townhomes on .31 acres.

What team do I need? Geo tech. Engineer. Architect. Lawyer. Etc

Land

Meet city zoning

Architect plans to zoning

Entitlements

Plumbling, road, electrical sewer etc

Lending

Construction

Inspection.

What else am I missing and start with what areas? Average costs per each area. I am projecting in my city around 250-275 per unit cost with all expenses.
