Asking for permits to remodel?

Just bought a 1920 duplex. Was converted to a single family home when purchased last Wednesday March 31st.

Wanting to covert it back to a duplex and keep it as rental since it's in a up and coming neighborhood.

Will be moving some walls and re arranging stove placement, sinks and bathrooms.

The water, electric and hvac are for 1 house.

Do the majority of investors get permits for all those items or do you do the contruction and leave it as an all bill's paid property.

I'm wanting to call the city to get permits so that each unit can be independent with utilities, but a few investors I know said it would slow down the contruction a few months out. Trying to finish in 3 - 4 months.
