Easements for utilities

Interested in purchasing a property at a very steep discount because as of right now it has no utilities run to it. It was builders home that was never finished in 2008. Very high end materials and construction techniques. Looking for advice on how to approach adjacent property owners in order to obtain easements to have utilities runs through their property. The bank i am negotiating with is in process of foreclosing on a property that we could get utilities run through so when that goes through i am asking them to allow the easement... not sure how long that will take. Any ideas? Thanks!
