Obtain a list of lot owners in a VERY specific area

I am in need to contact raw land owners in a very specific area within specific county of a certain State (MD) - interested in buying a lot to build a house on for myself. The area is defined by the High School District border.
What is the best way to obtain such a list? (i.e. List Broker - if so, which one?)
