Vacant lot for sale, how can I find more information on it?

Where do I start if I’m looking to purchase a vacant lot? What can I put there, why has it been vacant for so long in an inner city with plenty of multi-family properties around it? I have a lot of questions but where do I start? Should I just reach out to the agent or try and find out my self?
