Bay Area Lots for SFH Build

Hi,

I am looking to buy a single lot to build my house. The problem is there doesn't seem to be many on the market. Also, they are either terribly expensive or cheap (supposedly costly to improve). I am wondering if anyone familiar with this area can give me some advise in terms of how to find the perfect lot and where should I look.

So far, it looks like Belmont and San Jose might be the only cities that offers convenience and some unimproved lots. However, Belmont has some really steep lots.
