How to find land that is zoned for high density homes?

I am from Honduras and my family has been in the developing business for a long time. I am currently living in Utah and want to start developing land but profitable land is hard to find since the zoning requires big lots or the land is too small to develop a good amount of houses. Any recommendation on how to find land and how developers get to develop high density subdivisions when all I see in the market is either agricultural zoned land, commercial or industrial and very small residential lots. Please help.
