Public sewer and water coming to my investment property...

Hi guys!

A few months ago I bought a small farm with 8 acres. The house (circa 1870) was in shambles and I'm currently working on fixing it up. I might move into this house once completed, or try to go directly for the flip, or maybe even rent it out. The property is 1/8 mile off a very busy route that gets traveled by people from multiple states. 

I just learned that public water/sewer are extending out to this property. There is plenty of land for development, but when I bought it I was told that developing was out of the question because of the lack of public water/sewer...the laws would not allow more that two more houses to be built on the property after subdividing.  I've been digging on this forum and the townships website for information, but am coming up short as far as information goes. 

Can someone with a better understanding of these things chime in? I'm excited that public sewer is coming out, but curious as to if this changes anything substantially? Higher chance of being able to develop maybe? It would be a great location for one of those newer min-mall setups with a few stores.
