Denver Colorado - How to motivate a property owner to sell

So far I am stymied at putting together an assemblage of 4 lots on West side of Colorado Blvd in the Congress park neighborhood. This location has G-MU-5 zoning, so it allows five story residential/multifamily. However, one of the 4 lots needed to do the assemblage for redevelopment is in the middle of approx. 25,000 sq of land. There are old houses converted into multiple unit apartments sitting on three of the lots and if this one is not included that obviously negates the assemblage. The owners are retired and have told me their multiple unit apartment building is part of their retirement income. I sit on the South side and the other owner on the North. Both of us are ready, but how do we motivate/entice the other property owner to sell?
