Red tag on property from fire damage

Thinking about buying a property to rehab. It had a fire back in 2016 and the previous owner began rehab but not doesn’t want to finish. Property is down to stud. Needs new electrical service to home and plumbing throughout house. My question is the property has a red tag from the fire. Is this a big deal? How hard is that to get around? Is there a lot of hoops I need to jump through to get the property running? Do I need to take care of the red tag before I start the rehab or after the rehab is complete? Thanks in advance!
