How long and how much to set up residential lot?

I am planning on purchasing a residential lot in Florida and putting a prefab home in. The prefab home will be paid in full.  I'm seeing different numbers online with zoning costs, pulling permits, etc.  Does anyone know general costs for taking on something like this?  And how long it could take to set the whole thing up?
