Modular/Prefab New Construction in Baltimore, MD

Hello, 

I was wondering if anyone has had experience with prefab/modular home New construction in Baltimore, M.D. I am especially interested in understanding the permitting process (i.e. timelines and/or difficulties, issues), and the ease of selling the completed homes to mortgage-based buyers. I hear some lenders may consider a modular home as a mobile home and therefore would not lend?
