Inspection report by Water Management District

I am in escrow for a house in CA, requiring rehab work. It has total of three full bathrooms but at least one of them may not be permitted. My understanding is, water usage is strictly regulated in the city because of shortage of water. As a result water credits are given per water fixture in the house. I received an inspection report from water management district which basically lists fixture counts & efficiencies.

I am trying to understand

1) Besides replacing the old fixtures to bring them back in compliance, what else needs to happen?

2) Will I still be able to get credit for unpermitted bathroom and other sinks around the house?

3) How do I find out what is the total number of credits the house may have?

4) Does this report need to be submitted to the city (building planning and/or code enforcement department)?

5) Is there anything else I should investigate or particularly pay attention to in this report?

6) Based on the total number of credits, how can I legalize the unpermitted bathroom?
