Water meter for duplex

Hi all. I have a duplex with inly one water meter for the building. Tenants are responsible for water, but as you can imagine it is impossible to determine which side uses more/less etc.

I was told there is an internal meter that can be installed to measure water usage.

Does anyone have experience with this?
