What need to get done for a lot of land to build a house 3b/2b?

I have a land which had percolation test saying the pits observed is unsuitable for a standard type individual sewage disposal system without the addition of a curtain drain. However the lot next to us having a 2 baths. I would want to build my house 3beds/2baths. What can i do to make it happen?
