@Michael Fenwrick The actual development process begins with a civil engineer or architecture firm that is familiar and connected in the city you want to do the projects in. You want to make sure your idea is feasible. They will also recommend/ handle the environmental and soils engineereing if necessary.
Once you establish feasibility and capacity you will need to engage and Architect or Design Build GC to begin the design process.
