Property Line Question - Can I Walk Through a Driveway?

Hello! 

I own a house that backs to a cul de sac. My fence line backs to someone's driveway and I was thinking of building an ADU aka a second small home in the back. If I could have a little door on my back fence it would be most ideal so the new tenants can park on the street in the back rather than park in the front.

My house is located in Los Angeles, CA 91406 so not sure what to do!
