Have a great opportunity for development or for an investor with vision. I know property is overpriced but need offers to come in, any suggestions? Seller does not want to lower price.

Sorry, it doesn't work that way.  Price, condition, location -- those are the three things that sell houses.  

You can't change the location, it sounds like you don't want to change the price -- so that leaves condition.  Make it a nicer property.

Your only other option is to hope you're wrong about it being overpriced and wait for a buyer to come along.  Then you can let an appraiser decide if it was overpriced or not.
