Building on vacant lots in LA

Hello BP! I have a couple questions. I’m very new to REI. I just acquired 2 vacat lots in Los Angeles County. I was thinking of building two modular homes. With that being said my questions are: 1. What is the process to get a modular home approved from the planning department? 2. How do you find out how much square footage you can build on your property? 3.Is it better to build a new home on vacant land or put a modular home on the vacant and if your goal is to sell the property in 5 to 8 years?
