Orange county CA, does it required stairs inside the house

I have a large attic in a sf in mission Viejo, Orange county .ca. I want to convert that attic to a master bed with stairs access from backyard. I wonder if it required to have a stair inside the house to be able to add stairs outside? Plant to have it as an airbnb or rental units once it done. Any GC can help answer my question? Thank uou
