Civil Engineer for plans

Does anyone of a civil engineer they would recommend for the Phoenix/ Mesa AZ area? I have an acre lot that needs to have drainage and grading plans drawn up before I can start designing the house. I have a quote of $3900.00 not sure if that is high low or spot on. thanks
