buying land as cheap as possible

looking to buy cheap land an acre or less in the antelope valley,ca about an hour outside of los angeles, would like to build a wooden structure suitable for 3 as cheap as possible

are there any type of risks?

what are the important public utilities i would need?

what kind of zoning would i need to be able to build a modular home?

any other information is appreciated and helpful..thanks!
