I want to buy land and build a home

Hi Guys , I am new to real estate investing.  I wanted to where do I start if I wanted to buy land and build a 2-3 family building like this one?  I see at lot of empty lots in my neighborhood going for 50-100K?  I also see newly constructed buildings like this rented for over 2.2K a month or sold for $650-700K?
