Building Vacation Property in Southern Vermont

I am a newbie to real estate development with property in Jamaica, Vermont on which we are thinking about building one or more structures that could be used as (vacation) rental units. I would love to learn how people think I should approach something like this. I am currently reaching out to property managers and builders and real estate agents in the area to set up meetings to talk about options and related costs. Are there other things that I should be doing? Any good resources CSR to explore on doing this type of development? Any recommendations on property managers, builders, real estate agents, etc. in this area? Thanks.
