What to do with an empty lot in Charleston, SC

Have a good friend who owns property in Charleston, SC on Congress Street.  He owns a house and the empty lot next door.  My question is, what are some options he can explore with the empty lot?  Build, sell, lease, etc...  Any advice is good advice and I thank all in advance

@Sean Ryan I'm sure they can build on it, but it's complicated without any experience in that arena. Planning and permitting with City of Charleston can be very thorough, but that street is above Crosstown, so it should be a little bit easier than below crosstown. Hopefully it's large enough to build a sizable house while satisfying all of the set back and other City requirements. They could always sell to another developer and leave that stuff to a builder. @John Semanchuk is right that there is a lot of activity on that street and will hopefully be removed from the AE zone come Dec 2018.
