Defining whether a Property is entitled

I am new at this so please bear with me.  I'm shopping financing to acquire <8 acres along the ICW that is already zoned for 9 lots with boat docks.  An investor asked me if the property was entitled.  The City has to put a road in to service a few of the lots, which they've agreed to do, but other than that the property requires no special permits or zoning changes.  I do not want to mislead or misstate - presuming the City provides me with written confirmation of the road, am I correct to state that it is entitled?
