Subdivision of 1.7 acre lot zoned R3 in Baltimore City

I am looking at a property zoned R3 Baltimore City under the new zoning code. I am wondering if I would need Board approval to subdivide since the lot is less than 5 acres. Does anyone have any experience with subdivision in Baltimore City? What is the level of difficulty? What are the costs? Timeframe? Is there anything regarding the lot that would make subdivision more or less likely to be successful? Looking forward to hearing everyone's experiences and feedback.
