Vacant Residential Land: Apopka, FL: What do I do?

Hello Everyone!  I need advice on what to do with this piece of land that I acquired from a tax deed sale.  It is this small piece of land, that is basically landlocked.   I spoke to the lady who owns the land in front of me, and she is open to an easement, but my question is:

1- Where do I find an easement form in Florida?
2- Building --- should I build on this land?  according to zoning, I can't put a mobile home on it, because it needs a foundation, but I could put a modular home on it, but I need a variance permit.

The area is ok, it is about 20 min from Disney and there is a nice park across the street.

Any advice would be appreciated!!  Thanks!
