If you were a multifamily developer and you had the chance to move wherever in the West Coast, which city would you pick that had the shortest entitlement process and the most opportunity for building apartments?

We Phoenicians are hurt, @Diane G. : ) But seriously, despite our bias for living mere inches from the surface of the sun, @Account Closed and others have found Phoenix to be a very lucrative market for REI folks. California, without a doubt, has better weather, beaches, etc., but the cost of entry is a lot easier here in Phoenix than most of the California markets - and with people continuing to move to Arizona from California, the rental market for the buy-and-hold folks and the housing market for the fix-and-flip folks are very lucrative.
