Subdivide CA Land: Can I build house while waiting for approval?

I'm located in Los Angeles County. I have an opportunity to subdivide a parcel of land (1 large lot into 2 smaller lots). One lot will keep the existing house, and I am planning to construct a new home on the new lot. In Los Angeles County, it takes a year to get approval for this subdivision. My question is can I begin the process/complete the building of a house on the land while waiting for the subdivision to be approved? I am sure the land can be subdivided because the neighbor's lot had the exact same thing done and the eventual parcels meets all zoning criteria.
