under developed house

I tried to find the best category to put this post in. I feel as if this is it. There is a house near me sitting on its on lot. the house is nowhere near finished. only the frame of the house is complete and it has been that way for a few years. I checked the county records and it is set up to have a 3 car garage and a in ground pool. I found the owners and i would like to contact them and see what is going on with it and why they stopped building. the property is easily sitting on 1 acre of land! I guess the questions I am asking are, could this be something to look into? what steps should i take from here? I at least want to find out what is going on, is there some type of letter or something i could send out? Has anyone ever done this? Looking forward to your responses.
